The dealer handles the first registration
When you buy a brand-new car, you don't line up at the LTO. The dealer reports the sale and files the first registration. The paperwork includes the sales invoice, the Certificate of Stock Reported, a PNP Highway Patrol Group clearance and the electronically transmitted CTPL certificate, plus payment of the fees. The cost is either built into the price, listed on your quote, or covered by a free-registration promo.
Since July 2025 the LTO has run new-car registration through its Plate Registration Management Information System (PRMIS). The rule, in the words of then LTO chief Vigor Mendoza II, is no registration, no plate, no release. In practice your car should leave the showroom with its plates and its Official Receipt and Certificate of Registration (OR/CR) already done. The LTO set a target of three days from purchase.
Before you sign the release papers, check the OR/CR. Your name and address must be spelled correctly, and the engine and chassis numbers must match the car. Fixing a typo later means a trip to the LTO.
How long the first registration lasts
For years, a brand-new car's first registration was valid for three years under LTO Memorandum Circular 575-2005. In February 2026 the Department of Transportation announced that the President had approved a five-year initial registration for brand-new cars and motorcycles, starting February 15, 2026. From the sixth year on, the car is renewed every year so the LTO can check its roadworthiness.
If your car was first registered before mid-February 2026, the three-year validity printed on your OR still applies. Whatever the year of purchase, the expiry date on your OR is the date that counts.
The DOTr also asked car makers and dealers to keep offering free first registration. Acting Transportation Secretary Giovanni Lopez said 80% to 90% of dealers already do. Ask your dealer whether yours is included before you compare quotes.
Set up your LTMS account
The LTO's Land Transportation Management System (LTMS) is its online portal for licenses and vehicles. Create an account early. The car has to be linked to your account, which first-timers do at an LTO district office. Once it is linked and your last renewal went through LTMS, you can renew online: the insurer sends your CTPL certificate electronically, the testing center sends the inspection result, and you pay in the portal.
Renewal schedule by plate number
After the first registration expires, you renew every year in a month and week set by your plate number. The last digit sets the month. No plate falls due in November or December.
| Last digit of plate | Renewal month |
|---|---|
| 1 | January |
| 2 | February |
| 3 | March |
| 4 | April |
| 5 | May |
| 6 | June |
| 7 | July |
| 8 | August |
| 9 | September |
| 0 | October |
The week depends on the second-to-last digit
The second-to-last digit of the plate sets the week. Only working days count, so a long weekend can shorten your window. Renew a little early rather than on the last day.
- 1, 2 or 3: first week (1st to 7th day of the month)
- 4, 5 or 6: second week (8th to 14th)
- 7 or 8: third week (15th to 21st)
- 9 or 0: last week (22nd to the end of the month)
- Example: a plate ending in 34 is due in the first week of April.
What a renewal involves
- Buy or renew CTPL. The insurer transmits the certificate of cover to the LTO.
- Pass the emission test at an LTO-accredited Private Emission Testing Center, or the inspection required in your area. The result goes to the LTO electronically.
- Pay the Motor Vehicle User's Charge (MVUC) and LTO fees, online through LTMS if you are eligible or at an LTO office.
- Get your new OR and validation sticker.
MVUC and typical fees
The biggest part of the bill is the MVUC, set by Republic Act No. 8794. For private cars it depends on gross vehicle weight (GVW). Utility vehicles and SUVs use a separate weight-based scale in the same law, with SUVs charged 15% more than private utility vehicles. The classification on your CR decides which scale applies. The money goes to special funds for road maintenance, road safety and vehicle pollution control set up by the same law. The figures below are as of November 2026; the LTO Citizen's Charter has the full list of smaller fees.
| Item | Amount | Basis |
|---|---|---|
| MVUC, private car, GVW up to 1,600 kg | ₱1,600 | RA 8794 |
| MVUC, private car, GVW 1,601 to 2,300 kg | ₱3,600 | RA 8794 |
| MVUC, private car, GVW over 2,300 kg | ₱8,000 | RA 8794 |
| CTPL, one year, private car | ₱560, plus small IT and authentication fees | Insurance Commission rate from 2006, kept by IMC 2024-01 |
| LTO computer fee | around ₱169 | LTO Citizen's Charter 2025 |
| Emission test | set by the testing center | posted at the PETC |
| Late: missed your week | ₱200 added | LTO penalty schedule |
| Late: past your month | 50% of the MVUC | LTO penalty schedule |
Penalties and practical tips
Driving an unregistered car can cost you a ₱10,000 fine and get the car impounded. That alone is reason to set a calendar reminder a month before your renewal week. Unpaid traffic violations on your record can also block a renewal, so settle them first.
If your car is still under a loan, the bank usually holds the original CR. Keep photocopies of the OR/CR in the car and photos on your phone, and ask the bank how it handles renewal paperwork.
The LTO sometimes extends deadlines after typhoons or system outages. These extensions are announced on the LTO's official pages and social media, so check there rather than relying on forwarded messages.
Frequently asked questions
Do I need to go to the LTO to register a brand-new car?
No. The dealer files the first registration, and under the LTO's no plate, no release rule the car should be handed over with plates and OR/CR.
When do I first renew a car bought in 2026?
Cars first registered from February 15, 2026 get a five-year initial registration, based on the DOTr announcement. Cars registered before that follow the three-year term. The expiry date on your OR is the one to follow.
Can I renew my registration online?
Yes, through LTMS, once your car is linked to your account and your previous renewal was processed in LTMS. Insurance and inspection results are sent to the LTO electronically.
